Permission to add bots to a Telegram chat

Participating users must connect their Perk.Exchange user to their Telegram account
Initiate a tip by typing /tip @username in the chat.
If the identified user is a member of Perk Exchange you will receive a "Perk Tip" link to Perk Exchange to send a tip.
